Cette initiative s\u2019inscrit dans une volont\u00e9 claire : Renforcer l\u2019efficacit\u00e9, la coh\u00e9rence et la port\u00e9e des actions de sensibilisation environnementale \u00e0 l\u2019\u00e9chelle nationale.<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Une approche structur\u00e9e au service de l\u2019impact<\/strong><\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">La CICASC constitue un m\u00e9canisme permanent et transversal permettant d\u2019aligner les efforts des diff\u00e9rentes structures du minist\u00e8re et de ses organismes sous tutelle. Elle vise \u00e0 :<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/p>\n<p><\/span><\/p>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\">\n<ul class=\"wp-block-list\"><\/p>\n<li><span style=\"color: #000000;\">Consolider la coh\u00e9rence des messages diffus\u00e9s ;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">Optimiser la mobilisation des ressources ;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">Renforcer la planification strat\u00e9gique des campagnes ;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">Am\u00e9liorer la visibilit\u00e9 et l\u2019impact des actions men\u00e9es.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">\u00c0 travers cette approche, la communication environnementale devient un levier pleinement int\u00e9gr\u00e9 \u00e0 l\u2019action publique.<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Une gouvernance collaborative et inclusive<\/strong><\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">La cellule CICASC r\u00e9unit des directions g\u00e9n\u00e9rales ainsi que tous les organismes sous tutelle du minist\u00e8re, dans un cadre de coordination structur\u00e9 et op\u00e9rationnel. Elle favorise \u00e9galement une ouverture vers d\u2019autres secteurs strat\u00e9giques \u2014 \u00e9ducation, enseignement sup\u00e9rieur, jeunesse, culture, agriculture \u2014 afin de d\u00e9ployer des actions de sensibilisation adapt\u00e9es aux diff\u00e9rents publics et contextes. Cette dynamique collaborative permet de renforcer la convergence des initiatives et de maximiser leur port\u00e9e.<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Des campagnes con\u00e7ues pour engager et transformer<\/strong><\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">Au c\u0153ur du dispositif, la CICASC pilote la co-construction de campagnes de sensibilisation \u00e0 fort impact, fond\u00e9es sur :<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/p>\n<p><\/span><\/p>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\">\n<ul class=\"wp-block-list\"><\/p>\n<li><span style=\"color: #000000;\">Une compr\u00e9hension fine des publics cibles ;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">Des messages harmonis\u00e9s et adapt\u00e9s ;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">Des formats innovants et engageants.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">Avec l\u2019appui technique du PAGECTE, cette phase de lancement pr\u00e9voit notamment :<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/p>\n<p><\/span><\/p>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\">\n<ul class=\"wp-block-list\"><\/p>\n<li><span style=\"color: #000000;\">Le d\u00e9veloppement de concepts pour une meilleure structuration des campagnes;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">La production de contenus digitaux et audiovisuels ;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">Le renforcement des capacit\u00e9s des acteurs impliqu\u00e9s.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">L\u2019objectif est de promouvoir une communication capable d\u2019accompagner durablement l\u2019\u00e9volution des comportements.<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Un ancrage territorial au c\u0153ur de la d\u00e9marche<\/strong><\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">La CICASC repose sur une articulation \u00e9troite entre le niveau central et les territoires. Les directions r\u00e9gionales et les organisations de la soci\u00e9t\u00e9 civile jouent un r\u00f4le cl\u00e9 dans le d\u00e9ploiement des actions.<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">Cette approche permet :<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/p>\n<p><\/span><\/p>\n<ul class=\"wp-block-list\">\n<li style=\"list-style-type: none;\">\n<ul class=\"wp-block-list\"><\/p>\n<li><span style=\"color: #000000;\">d\u2019adapter les campagnes aux r\u00e9alit\u00e9s locales ;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">de renforcer la proximit\u00e9 avec les citoyens ;<\/span><\/li>\n\n\n<li><span style=\"color: #000000;\">d\u2019assurer une meilleure appropriation des messages.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Une vision inscrite dans la dur\u00e9e<\/strong><\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">Pens\u00e9e comme un dispositif structurant, la CICASC int\u00e8gre des m\u00e9canismes de suivi, d\u2019\u00e9valuation et de capitalisation, garantissant une am\u00e9lioration continue des actions engag\u00e9es.<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">Elle contribue ainsi \u00e0 positionner la communication environnementale comme un pilier strat\u00e9gique de la transition \u00e9cologique en Tunisie.<\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Vers une communication environnementale plus strat\u00e9gique et plus impactante<\/strong><\/span><\/p>\n<p class=\"wp-block-paragraph\"><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">\u00c0 travers la CICASC, le minist\u00e8re de l\u2019Environnement affirme son engagement en faveur d\u2019une communication plus coordonn\u00e9e, plus efficace et orient\u00e9e vers les r\u00e9sultats.
